Briefing on Pudong Administrative & Cultural Center urban Plan
浦东行政文化中心规划设计简介

Lying at the end of the Century Avenue, the axis avenue of Pudong, and covering an area of 1.06 square kilometers, Pudong Administrative & Cultural Center district is the seat of government administration, science and culture, and civic activities in Pudong New Area. Here stand the government office building, the government reception center, the new Shanghai Science City, and other large-scale public buildings No. 2 Metro Line runs through under the Century Avenue and calls at the stations here.

In the second half of 1995, Xia Bang Jie Design office, invited by Shanghai Pudong Land Development (Holding) Corp., conducted city planning of the axis avenue and the public square of Pudong Administrative & Cultural Center. Based on the general plan of the Center and combining the functions of the public squares and Yanggao Road station of No. 2 metro Line, the design plan takes into overall consideration the subordinate structures above metro access ground (entrance and exit, air well, cooling tower etc.)

In such a district that combines administrative and cultural functions, the city design focuses on:

1. keeping the link between the Century Park under construction and the Century Avenue that stretches to the prosperous Lu Jia Zui Finance & Trade Zone.
2. taking full advantage of the Century Park in the south for deeper penetration of an ecological environment.
3. ensuring spatial harmony of the architectural complex that features the government office building and the Science City.
4. Providing, through public squares, axis footpaths, metro stations, and underground market place, a public green space connected with the Century Park with building density to add a human touch to the district.

　　浦东行政文化中心区10.6平方公里，是浦东新区政府办公、科技文化、市民活动的中心，浦东中央线大道- 世纪大道的尾声。这里有浦东新区政府办公大楼、新上海科技城、新区政府接待中心等大型公共建筑，上海地铁二号线在世纪大道下穿过并在此设有车站。

　　1994年10月-1995年2月，上海市浦东土地发展（控股）公司聘请日本日建设计事务所对该地区编制规划设计。

　　1995年下半年，上海市浦东土地发展（控股）公司聘请法国夏邦杰设计事务所对行政文化中心区中央轴线大道、广场编制城市设计。该设计方案以行政文化中心规划为依据结合广场的功能，以及结合地铁二号线杨高路车站，将地铁出地面的附属构筑物（出人口、通风并、冷却塔等）整体考虑。

　　在这样一个集行政、文化功能的区域里，城市设计的重点在于：

1. 将蓬勃开发的陆家嘴金融贸易区延伸过来的世纪大道与正在开发建设的世纪公园保持联系。
2. 充利用地块南侧世纪公园的优势，注重生态环境的渗透性。
3. 确保以政府大厦和科技城为主体的建筑群的空间协调性。
4. 通过系列广场、轴线步行道、地铁车站、地下商场、形成一个建筑密度不高，提供与中央公园相连的绿地和公共开放空间，充分展示该区域的人情味。
