Jinqiao Export Processing Zone is located in the central part of Pudong New Area with a planned area of 19 square kilometres. It is a modern economic park that incorporates the four functions of development and construction, trade and operation, commerce and services as well as residence. After five-year development and construction, by the end of November 1995, this development zone had introduced 277 projects, of which 279 had started construction and 105 had been completed and put into operation, absorbing an accumulative investment of US $3.664 billion. In 1994, the gross value of industrial output reached 5.02 billion yuan, and in 1995 it may reach 10 billion yuan. It is estimated that it will reach 50 billion yuan in 2000. Jinqiao Development Zone has become an export-oriented, multifunctional and modernised economic park that is beginning to take shape and a new growing spot in Shanghai's economic development.
In Jinqiao Export Processing Zone, the infrastructure facilities are perfect. On the basis of constructing roads and various underground pipelines to fully guarantee water, electricity, gas, telecommunications, rainwater discharge and waste water discharge and levelling land, central heating and VSAT satellite telecommunications system have also been added. In the development zone, the roads are wide, the trees give welcome shade and no chimneys are seen, thus forming a "smokeless industrial zone" worthy of the name.
The projects entering Jinqiao Export Processing Zone have three distinct features: First, a large amount of investment. The amount of investment per project reaches US $15.20 million and that per metre is US $900. Second, many multinational corporations. The number of the world famous multinational corporations settling in the zone has exceeded 40, accounting for about 60 % of the total number of the multinational corporations in Pudong New Area. Among them are Japan's Sharp, Hitachi, Ricoh, Mitsubishi, the US's Johnson, Ford, Hughes, IBM, GM, Whirlpool, Kodak, Germany's Siemens, Leica, Belgium's Bell, Switzerland's Schindler, Netherlands' Philips. Third, high technological level. In the development zone, five new and high-tech industries such as modern telecommunications, parts and components of automobile, a new generation of household electrical appliances, medicine, biology, food and computer technology have taken shape. In the "five pillars" most representative of modern telecommunications, four have settled in this zone: Bell's programme control exchange switcher, Siemens' digital mobile telephone, Ricoh's new generation of facsimile machine, and Hughes' VSAT satellite telecommunications system. The new and high-tech enterprises account for two thirds of the total of industrial enterprises in the zone and the amount of investment in the new and high-tech projects accounts for three-fourths of the total investment in the industrial projects.
The development zone has the function of providing all the necessary services. It has first set up wholesale and sales markets for production materials and products and then proceeded to product inspection and quality control. This zone also provides all the necessary services such as finance, insurance information consultation, post and telecommunications, sanitation and quarantine, entry and exit visa and bonded warehouse. All these have initially formed a trade service system incorporating bonded port, entry, commodity inspection, settlement of foreign exchange as well as storage and transport and have initially provided the zone the collecting and distributing function of absorbing and handling the flow of information, fund, commodity and technology, thus basically meeting the needs of the enterprises entering the zone. The development zone also has the functions of education and social services. Three institutions of higher learning putting first the training of MBA (Shanda University, Sino-European International Industrial and Commercial College and Fudan Academy of Classical Learning), nine-year bilingual Pinghe Experimental School and kindergarten of Chinese Welfare Association have settled in this zone. In its living district, not only high-grade apartments have been built, but also commercial, cultural, sports and medical centres have been established. Huashan Hospital (Pudong Branch) and Hospital for Gynaecology and Obstetrics will be established in the zone. The investment environment of Jinqiao Export Processing Zone has been continuously optimised and a good situation of overall development of formation, industries and society has appeared so that it becomes an important "window" for the whole country and even the world to understand the development and opening-up-in the Pudong New Area.
